Search Engine Registration ???

I’m bit at sea about having my site displayed on search engines.
According to MediaPost following are the most popular search engines:
> Google:- 48%
> Yahoo:- 22%
> MSN Search:- 11%
> AOL:- 6.5%
> Question:- 5%
What is the difference between setting up a Keywords & Description i.e. META tags (I suppose) and Search Engine Registration ???
Would the set Keywords & Description in itself make it possible to have a certain website showed when search on a search engine (after all, search engine searches for the keywords set in META tag, I’d have thought).
Additionally, is there a difference in Search Engine Registration and Directory registration ???
Which search engines are worth registering our website in and how do I exactly go about doing so ? Right now, I’m interested in knowing FREE registration website, although I wouldn’t mind knowing if it’s REALLY worth paying for registering the website ?
Lastly, is it worth registering it MANUALLY or shall I use www.evrsoft.com/fastsubmit

Here are some rules to reckon about after dealing with search engines for the past 10 years.
1- Search Engine Optimization (SEO) is not about fooling search engines to raise your site ranking
2- I highly suggest that you seek help from a professional SEO expert since it is not an simple task to get top rankings on reputable search engines including Google, Yahoo.. etc
3- The SEO professional will follow the right methodology and clear strategy to build your site profile over time (ordinarily 3 to 6 months is a honest time frame)
4- If you try to trick search engines you’ll most likely get a penalty that will result in your site being removed from consequences or at the best pushed down dramatically.
5- META tags are not as vital as they once where
6- You can still submit your site for free to all Search Engines you mentioned above but with no guarantee to when or if they will grow in searches.
7- Ordinarily it could take around 1 month for your site to start appearing on such engines.
8- Don’t use automatic software that promises the sky or particularly generate fake entrance way pages because you’ll certainly get a penalty.
9- You need to write excellent, grammatically right, and useful content

11- Submitting to directories is also very useful and compliments your ranking as in most cases you choose the subtopics to be listed under.

Optimizing blog for search engine searches?
I have a blog with blogger/blogspot. When I do a search on any search engine, the topic (generally from months ago) shows up because of the mark/tag. The link though is never for that post specifically. Am I doing something incorrect? How do I make it so that the post of interest comes up, not another post or the general blog?
